Rough sleeping is not a chosen activity. Begging is not a chosen activity. Family violence is one of the leading causes of homelessness, particularly for women and tamariki. As an organisation committed to breaking cycles of violence, we are duty-bound to oppose a bill which will undoubtedly put vulnerable people more at risk. Forcing homeless people into less visible areas, increases their risk of being further victimised.

We oppose this bill in its entirety and urge the committee to recommend it not proceed. As a specialist family violence and sexual violence charity, we know that trans people, especially trans women, are more likely to be victims of violence. This is already the case, and this legislation is almost certain to worsen the problem.
